Transcript of Thousands Caught Under Tough Hoon Laws Video

Today the Vehicle Impoundment Support Unit in Preston, Police Minister Bob Cameron, Assistant Commissioner Ken Lay, and Senior Constable Megan De Winne, address the media on the second anniversary of Victoria's hoon legislation.
He explained that Victorian Police have impounded nearly 5000 vehicles since the hoons legislation was introduced two years ago. An average of 10 cars impounded each day.

And when you take someone's car off them, immediately the message hits home and that is that hooning is unacceptable.

Victoria's top traffic cop Ken Lay, said around 50 per cent of all hoon drivers are P platers.

Now this is really worrying, because they're the young people that are highly presented in the fatality and serious injury statistics. We're seeing the examples of some really foolish and dangerous behaviour. And what these people don't realise is they may lose their cars, they may get a significant fine, but if they kill and injure someone, the really real chance of doing a long time in jail.

Senior Constable, Megan De Winne explains how a hoon burned more than rubber when he recently lost his car for the second time.

I was contacted by the Vehicle Impoundment Unit where I later contacted the offending driver to attend the police station. When he did, he certainly was laughing with his friends, thought it was a big joke, until I told me that the vehicle is going to be ceased for another 48 hours.

The Police Minister had a stern warning to all young hot heads.

You've already had your car taken off you once, and you should have learnt your lesson. You're totally thick if you haven't pick up on that.
