About Legal Panel Administration

Legal Services are grouped under nine panel types, a General Panel, Commercial Projects and seven specialist panels. Each panel type covers areas of law and expertise for which the panel firms have been appointed to provide legal services on the basis of demonstrated legal expertise, capacity to deliver the services and value for money.

The General Panel covers the main areas of law that government requires of legal services. General Panel firms have demonstrated competency across all areas of law and that they are a full service firm. The areas of law covered by this panel are:

• administrative law
• employment and industrial relations
• general commercial
• general litigation.

The panel firms appointed to the Commercial Projects Panel must have been found to be suitable for appointment to the General Panel. The Commercial Projects Panel covers the provision of legal services regarding major infrastructure, construction and projects undertaken by government.

The specialist panels are

• Property Specialist Panel
• Freedom of Information and Privacy Specialist Panel
• Intellectual Property and Technology Law Specialist Panel
• Prosecutions Specialist Panel
• Coronial Inquest Specialist Panel
• Resources Specialist Panel
• Personal Injuries Specialist Panel

Role of the Victorian Government Solicitor’s Office (VGSO)

The State reserves the right to seek services from the VGSO. The VGSO may be engaged directly or may be required to provide an estimate prior to being engaged to provide legal advice consistent with government policy concerning the Panel arrangements.

The State reserves the right to direct certain services to the VGSO where it determines that it is in the interests of the State to do so.

The State has currently reserved certain ‘VGSO Exclusive Services’ to be provided, where required, solely by the VGSO. These may be varied from time to time.
