Dr Claire Noone, Executive Director, Consumer Affairs
Dr Claire Noone, Executive Director, Consumer Affairs, is responsible for overseeing the operations of Consumer Affairs Victoria (CAV). CAV is Victoria’s consumer affairs regulator, helping Victorian traders and consumers be responsible and informed.

Work history
Prior to her current role, Dr Noone has worked as the Executive Director of Corporate Services and the Deputy Director of Consumer Affairs Victoria within the Department of Justice. In addition, she was Acting Executive Director, Police, Emergency Services and Corrections.
From 2001 to 2003, Dr Noone was the Director of Corporate Affairs and Secretary to the Board at the Victorian WorkCover Authority. Prior to this position, she worked with the Australian Competition and Consumer Commission (ACCC) as GST Operations General Manager, introducing the GST pricing regime.
At KPMG Consulting, she undertook a wide range of consulting work including National Completion Policy consulting. Dr Noone has also undertaken industry policy research while at the Australian Manufacturing Council and been in-house counsel for the Trade Practices Commission. Dr Noone has practised as a solicitor with the Australian Government Solicitor.
Career achievements
Dr Noone’s career achievements include:
- leading the implementation of a strategic change program at the Victorian WorkCover Authority and Consumer Affairs Victoria
- developing and implementing the full suite of regulatory compliance activity relating to GST pricing regime at the Australian Competition and Consumer Commission
- delivering successful competition-related consultancy assignments
- establishing effective compliance, governance and risk management approaches.
