Michael Hallowes, Emergency Services Commissioner
Michael Hallowes is the Emergency Services Commissioner.
With 30 years experience in United Kingdom policing, Michael has held senior positions at the Metropolitan Police and the National Policing Improvement Agency, achieving the rank of Detective Chief Superintendent.
Michael has significant experience in leading multi-agency initiatives across police, fire, ambulance and other emergency services, including multi-agency interoperability, risk and security management and developing and implementing national standards to improve and integrate communication.
For more than half his career Michael was a detective at New Scotland Yard, working in both Specialist Operations and Specialist Crime investigating the illicit arms trade, kidnapping, people trafficking and counter terrorism, for which he holds twelve commendations and awards. He is a highly experienced hostage negotiator and served as the police adviser to the United Kingdom Government, supporting negotiations internationally at the European Union, G8 and United Nations on the UN Transnational Organized Crime Convention. Michael also assisted in the police response to the 2005 London bombings.
In 2007, Michael was the first directly appointed police officer recruited into the newly formed National Policing Improvement Agency. In his role Michael led the development and implementation of national standards to improve and integrate communications and information management between all 300 emergency services agencies and partner agencies across the United Kingdom. He concluded his police service as the Operational Lead at the National College of Police Leadership.
Michael has been a regular visitor to Australia, speaking at conferences on setting standards to improve integration and collaboration between the emergency services, and is a graduate of the Australian Institute of Police Management ‘International Senior Command Program’.
Michael is passionate about protecting individuals and communities from harm, and enjoys working with dedicated and courageous professionals and volunteers across the emergency services agencies to help lead improvements in standard-setting that make a real difference to the people they serve.
