Regional Caps
Regional caps on gaming machines were introduced to prevent the further concentration of gaming machines in areas of the state identified as being particularly vulnerable to the harm caused by problem gambling. They were first applied to five regions in February 2001 and later extended to cover 20 regions in Victoria.
The areas of Victoria that are not subject to a regional cap are subject to a municipal limit. Both regional caps and municipal limits help to prevent the concentration of gaming machines in any one local government area and are determined by reference to the number of gaming machines per thousand adults.
The only areas in Victoria not covered by either a regional cap or a municipal limit are the Melbourne central business district, Docklands and Southbank.
The maximum number of gaming machines allowed in any area with a municipal limit is ten per thousand adults. The density of gaming machines in areas with a regional cap varies for each capped area but is never more than ten per thousand adults.
