Local Council Input into Gaming Applications

Under the Gambling Regulation Act 2003, Victorian local councils have the opportunity to participate in the approval process by which gaming machines are placed in their area.

This legislation allows for certain decisions by the Victorian Commission for Gambling and Liquor Regulation (VCGLR) to be appealed to the Victorian Civil and Administrative Tribunal (VCAT), rather than only to the Supreme Court.

Applicants and local councils are able to appeal the VCGLR's decisions to approve:

  • new premises
  • increases in gaming machine numbers in existing venues.

The relevant municipal council can seek a VCAT review of the VCGLR's decisions if the council has made a submission to the VCGLR in its initial consideration of the application.
