Ministerial Review of Custodial Community Permit Program 2002

The Custodial Community Permit Program (CCPP) allows Victorian prisoners to be temporarily absent from prison but still in the custody of the Secretary to the Victorian Department of Justice.

Like similar programs operating in other jurisdictions, the CCPP allows prisoners to be temporarily absent from prison for a specified time for purposes including:

• medical treatment
• educational and training
• compassionate grounds
• rehabilitative reasons.

In February 2001, the Minister for Corrections announced his intention to review the CCPP to ensure the program:

• maintained the confidence of the community
• delivered on the Government policies of community safety, release transition and rehabilitation of prisoners.

A Review Panel, chaired by Mr Neil Comrie AO, APM, was appointed in 2002 to review the program and make recommendations to the Minister for Corrections on policy, legislative or operational changes to the program that were likely to promote the safe rehabilitation and reintegration of prisoners.

The Review Panel delivered its report to the Minister for Corrections in June 2002.
