Charter Act Guidelines
The Charter of Human Rights and Responsibilities: Guidelines for Legislation and Policy Officers in Victoria (Charter Act Guidelines) have been written primarily for legal and policy officers in the Victorian public service. In particular, they have been written for those responsible for developing new policies and preparing draft instructions for legislation, such as a Bill or an amendment to existing legislation.
As the Charter Act Guidelines impose obligations on ‘public authorities', they may also be useful to individuals, agencies, organisations, local governments and some private bodies that fall under the ‘public authority’ definition. Program managers, public sector managers and staff, and ministerial advisers and staff may also find them useful. However, it is important to note that they have not been written for these audiences.
The guidelines are not intended to be a definitive legal text on the Charter Act. In many cases, it will be necessary to supplement knowledge of the areas covered with further research and reading.
