Victorian Aboriginal Justice Agreement Phase 2 (2006)
The Victorian Aboriginal Justice Agreement Phase 2 (AJA2) was developed in 2006 and builds on the work of the first phase, to tackle disadvantage and inequity, reduce Koori contact with the criminal justice system, and improve the justice process for Koories.
Purpose
The purpose of the AJA2 is to:
- minimise Koori over-representation in the criminal justice system
- improve accessibility, utilisation and efficacy of justice-related programs and services in partnership with the Koori community
- ensure that within the broader Victorian community, Koories have the same access to human, civil and legal rights
- ensure Koories experience the same justice outcomes as non-Koories through the elimination of inequalities in the justice system.
Objectives
The four-year action plan for AJA2 has six objectives, designed to:
- prevent crime and intervene to reduce the numbers of young Koori people coming into contact with the criminal justice system
- divert Koories from more serious contact with the criminal justice system by strengthening community-based alternatives to prison
- reduce the rate of re-offending among Koori people by changing factors in the environment and in peoples' behaviour
- reduce victimisation - and its impact on Koori communities, families and individuals – to help reduce intergenerational factors in offending
- ensure mainstream justice-related services respond better to the needs of the Koori community and more inclusive
- build capacity and strength in Koori communities to deliver local initiatives that help improve justice outcomes.
Each objective has its own clear initiatives and responsibility for leading in its delivery is shared between the Department of Justice and its government and community partners.
Representation
Local Aboriginal Justice Action Committees (LAJACs) have been established under the AJA2, with priority given to localities experiencing poor justice outcomes. Each LAJAC is represented on a regional basis through the Regional Aboriginal Justice Advisory Committee (RAJAC) network. Chairs of the RAJAC participate in the Aboriginal Justice Forum, the peak body responsible for overseeing the AJA.
