Infringement Management and Enforcement Services

Infringement Management and Enforcement Services (IMES) is a business unit of the Department of Justice primarily responsible for the management of and accountability for the end-to-end infringements system - including the implementation of the Infringements Act 2006. IMES has three main branches: Policy and Strategic Services, Camera Operations and Enforcement Operations.

Policy and Strategic Services

Policy and Strategic Services is responsible for policy and legislative development, and contract management, to directly support the implementation of Victoria's arrive alive! 2008-2017 road safety strategy.

This branch includes the Infringement System Oversight Unit. The Infringement System Oversight Unit provide whole-of-government advice and monitoring for the infringements system, to support the Attorney-General in his capacity as Minister responsible for the Infringements Act 2006.

Policy and Strategic Services also encompasses the Asset Confiscation Operations. Asset Confiscation Operations implement the process for restraint, confiscation and disposal of tainted property and coordinate the asset confiscation scheme in consultation with the Office of Public Prosecutions, Victoria Police and Department of Primary Industry.

Camera Operations

Camera Operations is responsible for development and implementation of strategy, including technical compliance and standards, project management and contract management for the operation of speed and red light detection devices, supporting the arrive alive! 2008-2017 road safety strategy.

Enforcement Operations

Enforcement Operations incorporates two operational areas: Infringements Court and Sheriff's Operations. The Infringements Court implement administrative processes to resolve large numbers of unpaid infringement notices. Sheriff's Operations execute warrants (including for civil matters and warrants arising from unpaid infringements) issued by Victorian and Federal Courts to provide effective and visible sanctions against those who do not comply with court orders.
