Major Procurement Program Office

Background

The Major Procurement Program Office (MPPO) is a business unit within the Strategic Projects and Planning (SP&P) division of the Department of Justice.

The MPPO is a specialist centre of knowledge and expertise on major or complex projects. MPPO is responsible for the planning, management and support of selected major projects on behalf of other business units of the Department of Justice. 

Mission

The MPPO mission is to:

In partnership with our portfolio clients, provide advice, facilitation or management for agreed phases of major or complex projects.

The key roles of MPPO are:

  • Manage the delivery of designated phases of major projects, as defined and agreed with portfolio clients. Project phases can include all or any of the following:
    • program review
    • strategic assessment
    • business case
    • readiness for market
    • tender decision
    • readiness for service
    • benefits evaluation.
  • Provide advice to portfolio clients on project management and procurement processes and methodologies, including access to process assets developed by MPPO.

  • Provide specialist advice to portfolio clients on complex or sensitive project and procurement issues.
  • Establish and maintain a departmental register of current and forecasted procurement projects to support the JEC in planning for project delivery and managing associated risks. 

MPPO is currently managing and supporting the following major projects from across the Department of Justice:

  • The Traffic Camera Services/Infringement Management and Enforcement Services (TCS/IMES) Program is overseeing the delivery of the following two separate contracts for the development and implementation of the TCS Agreement and IMES Agreement.  
    • The TCS Project will deliver a new management system and mobile, red light and CityLink cameras. 
    • The IMES Project will deliver a new infringement management system for notices, court orders and warrants.

MPPO is currently overseeing the development, implementation and transition into service of the new systems being developed by both Serco and Tenix to replace the existing legacy systems.

  • Forensic Health Services (FHS) Project
  • Victoria Police Operations and Administration Complex (VPOAC) Project.
