New Risk-Based Fee Structure as of 1 January 2010
On 2 May 2008, the Premier announced the five-year $37.2 million 'Restoring the Balance' – Victoria’s Alcohol Action Plan 2008 – 2013 (the VAAP). The VAAP details both specific, immediate actions to be undertaken and establishes a long-term framework for change to prevent and reduce harm associated with alcohol misuse in Victoria.
The VAAP includes a commitment to review liquor licence fees and types with consideration given to a differentiated, risk-based fee structure that also operates as a mechanism to ensure licensees associated with the most harm pay a commensurate fee.
Licence fees enable the state to recover, from liquor licensees, the costs incurred in regulating the liquor industry. This includes costs associated with administering the liquor licensing system and undertaking compliance and enforcement activities related to liquor licensing.
The new fee structure which comes into effect on 1 January 2010 includes application fees and annual risk-based renewal fees. A risk-based fee model has been developed drawing on a report prepared by the Allen Consulting Group into alcohol-related harm and the operation of licensed premises. The government has considered public submission and comments and has announced changes to licence renewal fees, including those for sexually explicit entertainment venues. The fee structure has been adjusted so that large, late night venues will continue to pay the highest fees while smaller, earlier closing venues will pay relatively less.
Under the new fee structure, general and on-premises licences with sexually explicit entertainment conditions will have a separate licence renewal fee structure to reflect the additional regulatory effort associated with these types of venues, in line with community expectations.
