Private Security Regulation

The Private Security Act 2004 commenced operation in 2005. The Act regulates the activities of:

  • security guards
  • crowd controllers
  • bodyguards
  • investigators
  • security equipment installers
  • security advisers.

The objective of the Private Security Act 2004 is to regulate the private security industry to ensure community safety. The Act is designed to protect innocent third parties, clients and consumers of security services from harm and to provide confidence in the industry's operations.

Victoria Police Licensing Services Division

Victoria Police's Licensing Services Division regulates the private security industry and is responsible for:

  • Issuing of private security licences and registrations
  • Renewal of private security licences and registrations
  • Monitoring of private security licence and registration holders
  • Approval of training
  • Accreditation of training organisations.

The Victorian Security Industry Advisory Council

The Victorian Security Industry Advisory Council was established in April 2005. The objective of the council is to provide advice to the Minister for Police and Emergency Services on the operation, and possible further reform of the regulatory framework for the Victorian private security industry.

The Victorian Security Industry Advisory Council and its committees are comprised of representatives from a wide range of private security industry stakeholder organisations.
