The Private Security Act 2004 requires individuals or businesses who act as crowd controllers, security guards, bodyguards and investigators to be licensed by Victoria Police. An applicant must satisfy Victoria Police that they meet probity and competency requirements before a licence is granted.

The Act requires requires individuals or businesses who act as security equipment installers or security advisers to be registered by Victoria Police. An applicant must satisfy Victoria Police that they meet probity requirements before a registration is granted.
