Private security industry regulation
Victoria's private security industry is regulated to ensure community safety. The Private Security Act 2004 is designed to protect third parties, clients and consumers of security services and to provide confidence in the industry's operations.
Victoria Police's Licensing Services Division is responsible for regulating the private security industry including licensing and registration of private security operators.
The Victorian Security Industry Advisory Council provides advice to the Minister for Police & Emergency Services on the operation, and possible further reform of regulations for Victoria’s private security industry.
National security
The Australian approach to security and terrorism is based on strong cooperation between the national, state and territory governments and agencies. The Australian National Security website outlines these arrangements.
Victorian emergency management
Victoria's emergency management system is designed to deal with all hazards, including terrorism. The Victorian Government's Security and Emergencies Committee of Cabinet focuses on security and emergency management issues.
In an emergency, there are defined roles for the Minister for Police & Emergency Services, the Chief Commissioner of Police and various agencies, according to the Emergency Management Act 1986.
There are also a variety of roles in planning for emergencies. The Office of the Emergency Services Commissioner responsible for maintaining the Emergency Management Manual Victoria, and departments and emergency agencies from the state to the local level also prepare emergency response or recovery plans.

The SAFETYvictoria and National Emergency Management websites have information to help prepare people for living in a world where unexpected security or terrorism incidents may happen. This information includes tips on being aware of suspicious activity, safety on public transport, or what to do if there is a release of biological or other agents.
