Independent Investigation into the Management and Operations of Victoria's Private Prisons

On 27 April 2000 the State Coroner handed down his findings into five deaths at Port Phillip Prison.

In response to these findings, the Minister for Corrections established an independent investigation into the management and operation of Victoria's then three private prisons.

The Investigation Panel, chaired by Mr Peter Kirby, completed its report in October 2000. The report made 54 recommendations to streamline the contractual framework, improve the effectiveness of correctional programs, and promote more cohesion across the prison system.

The investigation considered the Terms of Reference with due regard to:

• the Victorian Government's commitment to high standards for the delivery of correctional services
• the Coroner's findings and recommendations arising from the Inquiry into the Deaths in Custody at Port Phillip Prison, where relevant to the management of private prisons
• the findings of the Audit Review of Government Contracts, where relevant to private prisons
• progress made in implementing recommendations of the Auditor General's report and previous coronials.

The investigation also included relevant consultation with key stakeholders.
