Moving from Custody to Community Report

Transition support services for prisoners not only ease the transition from custody to the community but help to delay or prevent re-offending.  

This paper proposes a framework for conceptualising and developing Victorian transitional support services. The paper is informed by a review of relevant international research regarding the impact of transitional support services. A range of service development priorities are also proposed.

The paper proposed a cohesive service delivery framework. Elements of the proposal include:

  • pre-release preparation including a pre-release information kit
  • temporary leave
  • release with residential supervision
  • a range of bridging support services such as housing, employment and personal support
  • a prison based housing program
  • a community based reintegration program.

The paper also highlights the need to address how the broader prison environment impacts upon a prisoner's ability to achieve good transitional outcomes.
